Looks like either a Sea Robin or Thorny Sculpin but I wanted to confirm before I submitted a REEF survey. Apologize for the poor quality of the picture

I don't think it's any of the Sea Robins
I think this is a Sea Raven (Hemitripterus americanus)

Please note that there are a couple of Sculpin species that can be mistaken for this fish so look at those closely (it's at the bottom of the page)
I took the liberty of enhancing your photos a bit to see more detail. I believe I can make out some cirri along the bottom jaw or face and the very frilly and spiked dorsal fin looks very Sea Raven to me.
