Redlip Blenny, Ophioblennius atlanticus. I can see how one might be mistaken for an eel, they definitely have a more sinuous swim stroke than most blennies.

Oh thanks! Great job on such an obscure picture. I know redlip blennies when I see them, but my own picture was so bad to me I couldn't ID it from the picture! These were some pictures I took and somehow forgot to label. Thanks again!
