I saw this in St. John, USVI in February 2012 ~25 feet of water. I am 'filing' the fish into catagories and believe this is a Scrawled Cowfish.. the bluish markings.. spines above eyes, etc.
You are correct, it is a Scrawled Cowfish. The blue line from snout to anal fin is visible and the spines above the eyes.
The very faint "honeycomb" like marking visible in the first photograph could be confusing, looking like a Honeycomb Cowfish, but the blue line is a dead giveaway.
I was pretty sure. but those faint 'honeycomb' markings seemed unusual.. This was my first Scawled Cowfish and only sighting.
